Killeen Epoxy Flooring installs epoxy flooring in Gatesville for homeowners and for the small commercial buildings around the square, and after more than twenty years in this trade area we have learned to read this city differently from its neighbors. The difference starts with where the money comes from.
Six Texas Department of Criminal Justice units operate in or adjacent to this city, and as of 2012 they were employing 2,600 people. A state agency payroll does not rise and fall with a construction cycle or with a hiring freeze at one private employer, so the household budget that pays for a garage floor here is steadier than the regional average.
What that steadiness buys a contractor is a customer who asks better questions. This page covers how we quote and build a floor for that customer, what the ground under this city does to the specification, and where the permit path actually runs when a job needs one.
A household economy that does not move with the business cycle

Where the paychecks come from
The correctional complex is the dominant economic fact of this city. The Christina Melton Crain Unit, the Hilltop Unit, the Dr. Lane Murray Unit, the Patrick O’Daniel Unit, the Linda Woodman State Jail and the Alfred D. Hughes Unit all operate in or adjacent to the city, and five of the nine women’s prisons in the entire Texas system sit here.
Those units were employing 2,600 people as of 2012, in a city that counted 16,135 residents at the 2020 census. That ratio is the whole story. This is a town whose household economy tracks a state agency payroll rather than a private employment base, and it behaves differently from a commuter suburb because of it.
What a steady payroll changes about a considered purchase
A garage floor is a considered purchase. It is not urgent, it is not cheap, and it can be deferred indefinitely without consequence. Purchases shaped like that get made when a household can see twelve months ahead of itself. Where income runs with a construction cycle the same job slips to a better year; where it does not, it gets scheduled and it happens.
In our experience that pushes the conversation toward specification rather than toward price. We answer it by naming the product, the system build and the finished mil thickness in the proposal, and by reading the warranty exclusions out before the job is sold, with substrate movement and moisture named first rather than buried at the end.
The exposure that comes with one dominant employer
A single-employer town carries a real exposure and it would be dishonest to pretend otherwise. There is a second layer here: Coryell Health is headquartered in the city and runs a hospital alongside imaging, dialysis, laboratory, surgery, oncology and residential care, and two manufacturers operate here in Kalyn Siebert, which builds heavy-haul trailers, and Laerdal Medical, which makes medical teaching supplies.
That layer is genuine but small next to the state payroll. We mention it because of what it means for the work itself. What we do in this city is residential and light commercial, and anything inside a correctional perimeter is authorized by the agency rather than by a city permit counter, which is a different world entirely and not the one this page describes.

County seat housing and the garages that came with it
An older stock than the surrounding region
51.6 percent of this city’s housing was built before 1980, and 10.3 percent before 1950. That older tail is 339 units, of which 181 date to 1939 or earlier. The 1960s are the largest single decade at 18.8 percent, followed by the 1980s at 14.7 and the 1970s at 12.7, and only 106 units have gone up since 2020.
Being the county seat is part of the reason. The courthouse, the county offices, the county jail and the county’s own facility maintenance all sit inside this city rather than somewhere else in Coryell County, and the blocks near downtown grew up around them decades before anything was subdivided on the edges.
Garages that were never laid out for modern equipment
The practical consequence of an older stock is geometry. Blocks near the center carry detached rear garages reached down long side driveways, and narrow bays laid out for one car or for two small ones. The 1980-and-later stock is dominated instead by the attached two-car tract bay.
Those two want different plans. A detached garage at the end of a side drive means hoses, cords, power and dust control all run further, and a narrow bay makes edge work a much larger share of the floor than the square footage implies. We measure both before quoting because neither prices like an open modern three-car.
A genuine owner market, with a rented exception
This is an owner-occupied market. 63.9 percent of occupied units are owner-occupied, 1,969 owner households against 1,113 renter households, and 78.7 percent of the stock is single-family detached, with 1,870 owner-occupied detached houses recorded in the published tenure cross-tabulation.
A further 513 detached houses are rented out, and that is a different sale entirely. A landlord is buying a surface that survives a move-out and can be handed back on a fixed date, so on a rental turnover we treat the date as part of the deliverable, quote the return-to-service honestly and pick the system that fits the lease.
A sandy surface over the clay layer the slab bears on
What the top foot says, and why it misleads
Central Texas gets described as one continuous sheet of dark shrinking clay, and under this city that description is simply wrong. The map unit at the city centroid is Minwells fine sandy loam on 1 to 3 percent slopes, a well-drained Paleustalf making up about 90 percent of the unit. It belongs to a different soil order than the deep prairie clays entirely.
The surface reads exactly the way its name suggests. From the ground down to 23 centimeters the profile carries 13 percent clay, a plasticity index of 8 and linear extensibility of 1.0 percent. A hand auger in the top foot here comes back sandy, and a contractor who stops digging there will specify the wrong crack detail.
The layer directly beneath is not sandy at all
From 23 to 51 centimeters the profile changes completely. That horizon runs 42 percent clay with a plasticity index of 30 and linear extensibility of 4.8 percent, and from 51 to 117 centimeters it holds at 40 percent clay and 3.5 percent. That is the layer a slab actually bears against, and it is nothing like the material above it.
So we find out what your slab is sitting on before we quote it rather than afterward. Movement here is moderate rather than severe, real enough that a coating has to tolerate it and not so severe that it dominates the job, and that judgment is what decides whether a given crack gets closed permanently or carried through as a working joint.
The lot that is the exception, and the ground at the west end
The map unit’s minor components include Slidell at about 3 percent, and Slidell is a true Vertisol. Even where the dominant soil is not high-movement, an individual lot can still sit on ground that is, and the only way to know is to look at the specific address instead of at a regional map.
At the west end of the city, out near the correctional complex, the map unit changes again to Lewisville clay loam, a well-drained Calciustoll running 31 to 35 percent clay with linear extensibility between 2.7 and 3.2 percent. Moderate movement again, and a calcareous rather than a smectitic clay. Two ends of one small city, two different specifications.
Ordinary city permits, and what they do and do not cover
A real permit counter at 803 Main Street
Not every place in this trade area has a building department, which makes it worth stating plainly that this one does. The City of Gatesville runs a Development Services Department covering permits and inspections, code enforcement and planning, out of City Hall at 803 Main Street, open Monday through Friday. A Planning and Zoning Commission and a separate Building Standards Commission both exist here.
The second body is the one worth knowing about. A Building Standards Commission is the venue for substandard-structure and code-compliance matters, which is a different conversation from a plan review, and it is occasionally what sits behind a floor that has been failing for years in a building nobody has maintained.
The code edition we ask about rather than assume
The specific building code edition the city has adopted is not published on its public-facing pages and we have not established it. We say that rather than assuming a Texas default, because assuming a code cycle is how a contractor ends up working to the wrong edition and finds out at inspection.
It matters less on a coating than on almost any other trade, since a floor finish rarely triggers a plan review at all. It matters on the adjacent work. Where a job touches anything structural we ask Development Services rather than guessing, and the fire service here is a volunteer department rather than a staffed fire marshal’s office, which changes how long a solvent or hot-work question takes to answer.
What we can show, since there is no license to show
Texas licenses no flooring contractor. There is no state license number for this trade, and a company quoting one is describing a different credential. What we carry instead is a City of Killeen general construction registration, general liability cover, workers’ compensation and a Texas sales and use tax permit, and all four go in front of you before any deposit changes hands.
The rest of what protects you is written into the scope. Every slab is opened mechanically with a grinder or a shot blaster to an ICRI CSP profile, we do not acid etch and we do not coat over an existing sealer, and on an older slab moisture testing goes in as a line item with ASTM F1869 and ASTM F2170 read against the ASTM F710 thresholds.
