Serving Jarrell

Epoxy flooring for Jarrell garages, shops and commercial floors, priced from the slab up with the product, system build and mil thickness in writing.

Killeen Epoxy Flooring brings more than twenty years of epoxy flooring to Jarrell, and the first thing we sort out on a job here is which government answers which question. The building permit and the fire-side answer do not come from the same organization. On a commercial floor that distinction sets the schedule.

On the residential side the first thing we sort out is the slab. We find out what your concrete is sitting on before we quote it, because the ground decides the crack detail far more than the product does, and the ground under this town is not the material the wider region is usually described as sitting on.

Everything we commit to lands in the proposal as a checkable number: the product, the system build, the finished mil thickness and the surface profile we prepare to. Everything a coating cannot do goes in the same document, in plain language, before anyone signs anything.

Two governments, and which one answers which question

A stripped bare slab inside a downtown Belton storefront, patched and multi-toned, being read directly by a worker.

The permit comes from a city younger than most of its houses

Permits and development run through City Hall at 161 Town Center Blvd. The place was founded in 1909 but incorporated as a city only in 2001, and it is governed by a Mayor and a Board of Aldermen with five numbered places, which is the general-law form rather than home rule.

A municipality that has only been a city since 2001 has a short code history behind it, and the adopted building code edition is not published on its public-facing pages. We telephone and ask rather than print a guess. Naming the wrong edition in a written scope is the sort of error an inspector spots on the first read.

Fire protection here is a county district, not a city department

Fire services are provided by Williamson County Emergency Services District No. 5. That is a separate taxing entity with its own officials and its own governance, so the fire-side authority for this town is not part of the same government that issues your building permit.

On a two-car residential garage this rarely comes up. On a commercial floor it comes up constantly, because an occupancy question or a hot-work question goes to one organization while the permit goes to another, and neither of them will answer on behalf of the other.

What that splits into on a commercial schedule

Solvent storage, ventilation during cure, hot work adjacent to a coating in progress and re-entry timing are all fire-side and occupancy matters. We build the two-call sequence into the program in advance rather than discovering on the morning of a pour that the approval in hand came from the wrong body.

The city also runs its own development review process, and a Downtown Master Plan was in public comment as of August 2026, so the review landscape here is actively moving. We confirm current process on each commercial job instead of reusing what applied on the last one.

What we are willing to put in writing

Credentials, given that Texas issues no flooring license

Texas licenses no flooring contractor, which means no company working in this town holds a state license for this trade and anyone implying otherwise is describing a document that does not exist. We carry a municipal general construction registration, general liability cover, workers’ compensation and a Texas sales and use tax permit.

The scope names the product, the system build, the finished mil thickness and the spread rate we are working to. That is deliberately checkable after the fact. You can measure what went down on the concrete against what you were sold, which is the whole point of writing it that way.

What a coating cannot be asked to do

A coating is a bonded film a few thousandths of an inch thick. It follows the slab beneath it and has no capacity whatever to bridge, absorb or arrest movement in the ground. We say that at the quote rather than burying it in a warranty exclusion nobody reads until something has already failed.

Where a crack is still working, we route it and fill it with a semi-rigid polyurea joint filler and then carry it through the finish as a joint rather than as a repair. It can show through again. You hear that from us before the work starts, and the exclusions get read out with substrate movement and moisture named first.

When the slab needs repair before it needs a coating

Sometimes the honest answer is that a coating is the wrong next purchase entirely. If a slab needs structural repair before it can carry a finish we say so and stop, because a good-looking film over a failing structure buys nothing except time before the same conversation happens again.

Structural and foundation repair travels a permit path that a floor coating does not, and that is a conversation with the city’s permits and development function rather than with us. Knowing which of the two you are actually buying is worth the twenty minutes it takes to look properly.

Shallow ground over rock, not deep clay

Castephen silty clay, and the word inside its own name

The soil survey at the city centroid maps Castephen silty clay on 3 to 5 percent slopes, Castephen at 100 percent of the map unit, a loamy, carbonatic, thermic, shallow Entic Haplustoll, well drained. The word shallow sits inside the taxonomic family name, and it is the operative fact for anyone coating a slab here.

The profile runs 33.5 percent clay with a plasticity index of 27 and linear extensibility of 4.5 percent from the surface down to 41 centimeters. The horizon from 41 to 56 centimeters carries no clay, plasticity or extensibility data at all, which is the signature of a bedrock contact. In round terms that is 16 to 22 inches of soil over limestone.

Moderate and rock-limited, not severe and clay-driven

Linear extensibility of 4.5 percent is a real shrink-swell load and we detail for it, but it is a fraction of what a deep smectitic profile produces, and the rock underneath physically limits how much material there is available to move at all. The honest characterization is moderate seasonal movement, rock-limited.

A second soil query several miles east of the original townsite, out in the newer development area, returned the identical map unit at 100 percent with the same horizon values. So this is the condition across the growth side of town rather than a curiosity at one sampling point.

Water that travels sideways instead of down

Shallow rock removes one problem and installs another in its place. Drainage over a limestone contact 16 to 22 inches down concentrates instead of percolating away, so water arriving at the edge of a slab has fewer places to go and moves laterally rather than vertically.

Water at the slab is what lifts a coating, so moisture goes into the scope as a priced line rather than as an explanation offered afterward. Calcium chloride testing to ASTM F1869 and in-situ relative humidity probes to ASTM F2170 give the number, ASTM F710 gives the threshold, and a moisture-mitigation primer is written in with its own price where the readings call for one.

Establishing what the slab is before anything cuts into it

Housing on the north side that all postdates 1997

On May 27, 1997 an F5 tornado struck the north side of this town. The Double Creek Estates subdivision was obliterated, every home in it destroyed, and twenty-seven people were killed.

The consequence for this trade is narrow and worth stating without decoration. The housing standing on that part of town was built after 1997, so the slabs under those garages belong to the modern era of construction rather than to anything older, and they should be approached on that basis.

Post-tensioned until established otherwise

Some 87.9 percent of housing units here were built in 1980 or later, 67.4 percent in 2010 or later and 34.8 percent in 2020 or later. Post-tension slabs became common in Texas construction after about 1980, so the default assumption in this town runs opposite to an older market: treat the slab as post-tensioned until it is established that it is not.

That matters the moment anything penetrates the concrete, whether that is a trench drain, a dowel, a bolted rack leg or a core taken for a moisture test. Severing a tendon converts a floor job into a structural repair, so slab type gets established first and any core comes out somewhere the construction allows it.

New concrete carries a moisture history of its own

With more than a third of this stock built in 2020 or later, a meaningful share of the garages here sit on concrete young enough that residual construction moisture and builder-applied curing compounds are live variables rather than historical ones. Testing rather than assuming is a different discipline from the one an old-stock market teaches.

A curing compound is also a bond breaker, which is part of why every slab we coat is opened mechanically with a diamond grinder or a shot blaster to an ICRI CSP profile. We do not acid etch, and we do not lay a new build over an existing sealer. Where one is present it comes off first with PCD tooling.
